After studying at Oxford he entered politics in 1962 as Conservative councillor in Twickenham. During the Thatcher administration he was Secretary of State for the Environment (1985) and Education (1986). He was appointed Chairman of the Conservative Party in 1989, and under John Major was Home Secretary (1990-92). He published his memoirs The Turbulent Years: My Life in Politics in 1993.
