Norris went from the Liverpool Institute for Boys to Worcester College, Oxford, then rather unconventionally for a future Conservative minister made money selling tills and cars. He became an MP in 1983, served as PPS for several movers and shakers, and was eventually promoted to ministerial rank in transport-related roles. He gained some notoriety in the 1990s for tabloid revelations about his numerous mistresses, though his career never seemed to suffer from the reports (or any signs of exhaustion). Norris stood, and lost, twice in the London mayoral elections.
