Educated at University of York and London School of Economics. Worked as Assistant General Secretary for the union The Association of Broadcasting Staff before standing unsuccessfully for the Liberal Party in 1964. Joined the Labour Party becoming prominent Labour member of the Greater London Council. Elected as Labour MP for Newham North West in 1983, then West Ham until 2005. Appointed minister in the Department for Culture, Media and Sport in 1997, stood down in 1999. Created a life peer in 2005. Ardent supporter of Chelsea FC. Died while on holiday in Florida.
