Educated at St Andrews and Dundee universities. Became MP for Hamilton in 1978. Principal Opposition spokesman on European Affairs. Entered Cabinet as Secretary of State for Defence (1997-99). Became Secretary General of NATO in 1999. Created life peer in 1999.
