Norwood was an educationalist who worked his way through the ranks of the teaching profession from classics master to Headmaster at Bristol Grammar, Master of Marlborough College, Headmaster of Harrow, then President of St John’s, Oxford. His most celebrated contribution was however as chairman of the committee that effectively designed the tripartite system of grammar, technical and secondary modern schools that was in place for several decades after WWII.
